Our Mission
The Municipal Bureau of Kaiju Affairs is a public good organization dedicated to the evidence-based reconsideration of Godzilla's legal and social standing. We believe that a being who has repeatedly saved our planet from existential threats deserves due process, not depth charges.
Founded in 1954 in the wake of the Tokyo Bay incident, the Bureau has spent seven decades documenting incidents, reclassifying encounters, and advocating for a more accurate understanding of Godzilla's role as a sovereign ecological force. We are the only organization of our kind.
Our work is funded entirely by individual supporters. We accept no government or military funding.
Dr. Ishiro Serizawa
Director of Kaiju Ecology
Dr. Serizawa has spent 35 years studying Godzilla's behavioral patterns and ecological impact. His 2009 monograph 'The Thermonuclear Apex' remains the definitive text on kaiju bio-energetics. He joined the Bureau after retiring from Monarch in 2019.
Ambassador Vivienne Graham
Head of Diplomatic Affairs
Former UN Kaiju Liaison and lead negotiator during the San Francisco MUTO crisis. Ambassador Graham brings two decades of experience in interspecies conflict resolution and international maritime law.
Mark Russell
Director of Field Operations
A 20-year veteran of the G-Team, Mark defected from the military's kaiju containment program after the Boston incident. He now leads the Bureau's incident reclassification and documentation efforts.
Dr. Niko Tatopoulos
Chief Veterinarian
A renowned expert in large-apex biology with a focus on radiation-adapted species. Dr. Tatopoulos has published extensively on the physiological resilience of ancient marine organisms.
Naomi Reyes
Community Outreach Coordinator
After losing her home in the 1964 Ghidorah incident, Naomi spent decades seeking answers. She now leads the Bureau's public engagement and reconciliation programs, helping communities affected by kaiju incidents.
Hon. Marcus Whitfield
Legal Counsel
Former chair of the Subcommittee on Emerging Persons at the International Court of Justice. Whitfield has argued six precedent-setting cases on non-human sovereignty and ecological personhood.
