Audit: 73% of Monarch Budget Spent on Weapons, Not Research

An independent audit of Monarch's fiscal year 2025 budget has confirmed what the Bureau has long suspected: 73% of Monarch's $2.1 billion annual budget is allocated to weapons development, containment infrastructure, and military readiness. Only 12% goes to research, and less than 3% to diplomacy or public education.

'Monarch was originally chartered as a research and monitoring organization,' said Ambassador Vivienne Graham. 'Somewhere along the way, it became a military contractor with a research wing. The Bureau believes this misallocation of resources is directly responsible for the adversarial relationship between humanity and the very entities we should be studying.'

The Bureau has formally requested that the UN Committee on Kaiju Affairs re-examine Monarch's charter and mandate a minimum 40% allocation toward non-military research and diplomatic engagement.
