Case File Spotlight: The Oxygen Destroyer Incident (1954)

Case File GZ-1954-A is the Bureau's founding document. It was the first incident ever filed, and it remains the most consequential. On the night of November 3, 1954, Godzilla was observed in Tokyo Bay. Military forces engaged. An experimental weapon — the Oxygen Destroyer — was deployed. Godzilla disappeared. He was presumed dead.

He returned in 1955. The Bureau was founded in the interim.

The original classification of 'Unprovoked Attack' was filed by the Japanese Maritime Self-Defense Force. The Bureau's independent review, conducted in 1962, found that Godzilla's emergence correlated with deep-sea nuclear testing that had disrupted a dormant ecological balance. He was not attacking. He was responding to a disturbance.

In 2024, newly declassified hydrological data confirmed that the testing site was directly beneath Godzilla's dormant habitat. The Bureau has formally recommended reclassification to 'Ecological Correction.' The review committee is expected to rule within the fiscal year.
